Local Development and Governance in Central, East and South-East Europe

Local development is a complex issue. Effective local development strategies pursue long-term objectives.

They are integrated, encompassing objectives ranging from economic development to social development and environmental protection. They feature innovative institutional mechanisms that ensure that the main stakeholders take an active part in both their design and implementation. They build on synergy between the initiatives led by the various actors. And they influence the implementation of national and regional
policy, contributing to their co-ordination and adaptation to local needs.

A number of governance mechanisms have emerged throughout OECD countries to achieve this ambitious list of tasks. During the last 15 years, countries of Central, East and South-East Europe, with their own historical, political and institutional background, have also contributed to innovations in this field.

This conference will be a unique opportunity to discuss the progress made in this region in the light of a broader international experience. More than 30 papers will be presented and debated on the five themes of the conference:

1. Design and Implementation of Local Development Strategies in Central, East and South-East Europe
2. Local Development in Central, East and South-East Europe: a Multilevel Governance Issue
3. Tools for Better Governance in Central, East and South-East Europe
4. Financing Local Development in Central, East and South-East Europe
5. Fostering Participative and Representative Democracy in Central, East and South-East Europe
