Building Partnerships for Social, Economic and Employment Development

Partnerships are being set up in a significant number of countries as government, business and civil society join forces to promote economic development and to solve social and employment problems more effectively. Often supported, and sometimes initiated by government, such partnerships seek to co-ordinate policies and actions, adjust national policies to local conditions, and involve representatives of all sectors in society in shaping measures and projects.

The seminar will be based on highly interactive sessions and working groups around best practices, and will bring together policy makers, partnership managers, local development practitioners, and OECD experts. The seminar offers participants a unique opportunity to learn about developments in building partnership throughout OECD countries with case study presentations from Halifax (Canada), Chemnitz (Germany) and Algarve (Portugal). Furthermore, recent experiences in building partnership in Romania will be presented, and the future role of such work in Romanian public policy design and delivery will be assessed.

The seminar will also discuss preliminary findings and recommendations from the OECD LEED project on “Integrating Employment, Skills and Economic Development (IESED)” in Romania. This project seeks to identify the main determinants for the integration of policies at local level, among which effective partnership and strong local capacities are obvious candidates.
